It's based on a study by the W.E. Upjohn Institute, based in Michigan, and as the fine print says, is based on bachelor's-granting schools.
I'm surprised that Minnesota is in positive territory, given things I've read on state migration*. I'm also surprised that Virginia is dark red, when Northern Virginia is greater Washington, D.C., and there's a highly educated population in that part of the state. That implies that the rest of Virginia is bleeding graduates in a major way.
