A major source for the story was guerrillagardening.org, which is run by Londoner Richard Reynolds. Here's a sample of the results guerrilla gardeners achieve in the U.K., taken from his site:

NPR ran a story on Reynolds back in 2006 (listen to it here). It looks like there is a very active community of guerrilla gardeners in the U.K., from size of the community forum on Reynolds' site.
One favorite piece of advice I found on the site (in the tips section): Reynolds recommends wearing plastic bags over your sneakers while gg-ing. Why? So that the bags can be removed, leaving you with clean shoes in case you get interrupted by the police and need to look innocent. According to the AP story, the LA gg-ers haven't been rousted much if at all.
