Modesty Bubbles

A friend who has young kids sent me photos of a curious aspect of a product promotion that caught her attention. She called it "modesty bubbles."

We've all seen many photos of young kids in bathtubs, and these products are toys for kids to use while in the bath, I guess. I'm not totally sure what the product is. But its promoters have decided that it's not okay to show the nipples of very young girls, while it's fine to show them of young boys.

Yes, that's right. Modesty bubbles are required to cover up the little girls.

Here are the contrasting photos my friend sent.:

 

So far so normal... children (who happen to be boys) playing in a bath tub.

Now for the girls:

 

This first set of bubbles looks particularly fake.

Even in the second photo, where the girl is turned sideways and her arms are doing most of the modesty work, they felt a need for bubbles to create an almost full shirt effect.

I wonder if whoever created this went into the project with this in mind or if a committee decided the bubbles were needed?
