Cow Is This Possible?

As seen on Highway 36 in Roseville, Minnesota:


I have no idea what the cow is supposed to represent. As far as I could tell, there was no signage on the doors of the car with a business name or advertisement. Just a random cow, trying to escape out the back of a red Volkswagen.

Maybe it was a cowpool.
