There it was in the food co-op parking lot, parked on an angle across both the handicapped spot and the yellow-striped access area next to it:
Yes, it appeared to be pure fun. You can't see this in the photos, but in daylight, it was impossible not to see that it was being used as a living space by its owner. (I didn't peer through the windows, it was completely visible to anyone passing by.)
But it wasn't always just fun:
It used to be functional, in fact, it was the Functional Industries van.
Whether the driver has a handicapped hang tag or not, I couldn't say, because I didn't check.
