This clipping has been in the filing cabinet for a loooong time... well, actually it wasn't in the filing cabinet at all, but rather in a box in the basement.
My best guess is that it's from the mid to late 1990s.
From the Star Tribune of an earlier era. Again, no errors -- just one of those times when a funny place name makes for a funny headline.
Maybe the prairie wild flower Blazing Star (Liatris) comes by its name from incidents like this. Hmmm.
