Characters Welcome, But Misunderstood

I have the bad habit or reading the "personality" Q&A column in both USA Weekend and Parade magazines each Sunday. On Sunday, March 15, one of them published a question that I thought was just jaw-droppingly stupid. It said:

The promotional tagline "Characters Welcome" plays during USA Network shows like Monk and Psych. What does it mean?
Wow. It really makes me wonder what percent of the audience "gets" any of the clever writing that's done for taglines and headlines. My favorite aspect of that guilty pleasure, Entertainment Weekly, is the clever headlines and captions they come up with.
