Wage, Rage, What's the Difference?

[Headline] "Hot Under the Collar"

[Deck] "The conference room is too hot. The cube is too cold. And the battle over the thermostat wages in offices year-round."

Okay, so it's not horribly wrong, but shouldn't that be "rages in offices year-round" or "is waged in offices year-round"?

A battle can be waged by a human being or maybe even, in a metaphorical sense, by nature, but it can't wage all by itself, right?
